Licenses shall be issued by the commission under the rules set out in this chapter, to persons engaged in the trade or business of water conditioning, treatment, installation, and repair who are qualified under this chapter; however, such licenses are not required of persons licensed as plumbing contractors, plumbers, or plumber's apprentices under SDCL 36-25-1.
