applicants. Applicants for a manufactured and mobile home contractor's license or a manufactured and mobile home installer's license from out of state may take the examination upon showing by affidavits that the applicant has the same qualifications in the state from which the applicant comes as are required of applicants from South Dakota. The commission shall provide forms for the applicant. The executive secretary shall investigate the truth of the affidavits. If the application is rejected, the matter shall be treated as a contested case.
