An applicant from out of state for an underground irrigation contractor's license or an underground irrigation installer's license may take the examination upon showing by affidavits that he has the same qualifications as are required of applicants from South Dakota. The commission shall provide forms for the applicant. The executive secretary shall investigate the truth of the affidavits. If the application is rejected, the matter shall be treated as a contested case.
