If the commission considers the complaint to be of a serious nature constituting grounds for disciplinary action, it may, in its discretion, consult with the party or parties affected in an effort to resolve the matter satisfactorily without the necessity of a formal hearing. The commission shall notify in writing the person making the complaint, the home inspector complained against, and any other affected parties of the results of the informal consultation and any action taken. Informal consultation does not prevent the commission from thereafter conducting a formal hearing.
