The secretary-treasurer shall have charge of the funds and shall keep a record of the business and transactions of the board. The records kept shall include any application for license, certification, or permit and any accompanying papers and information; complete and comprehensive minutes of the meetings of the board; a complete and permanent record of the licenses, certificates, and permits issued and fees paid; a correct and permanent record and account of the moneys of the board; and any other evidence of business and transactions of the board. The board may employ a nonmember to fulfill all or any part of the secretary-treasurer's duties.
