expiration. All licenses issued by the board expire on the first day of October of the second year succeeding the issuance thereof. A license may be renewed upon the receipt of the renewal application and payment of the fee fixed by the board. An otherwise qualified person who submits a license renewal within 30 days after the expiration shall be granted a license renewal without a late fee.
