A student may be identified as in need of physical therapy as a related service if: (1) The student has a disability and requires special education; (2) The student needs physical therapy to benefit from special education; and (3) The student demonstrates a delay of at least 1.5 standard deviations below the mean on a standardized motor assessment instrument.
