criteria for new or expanded programs. The South Dakota Board of Technical Education shall consider the following information in determining approval of new or expanded programs in postsecondary technical institutes: (1) Identification and description of the program; (2) Objectives and purpose of the program; (3) Methods of attaining the objectives of the program; (4) Description of labor market demands of the United States, the state of South Dakota, student needs, and industry support; (5) Population to be served by the program; (6) Projected three-year budget; (7) Program competencies and entry and exit points of suboccupations; (8) Statement of nonduplication; (9) Curriculum design and research; and (10) Wage factor. To receive state funding, new or expanded programs in postsecondary technical institutes must be listed in the South Dakota School District Accounting Manual for the given fiscal year. New programs and program expansions of postsecondary technical institutes must receive approval from the South Dakota Board of Technical Education before students are enrolled.
