No person may operate a motor vehicle, as defined by SDCL 41-1-1, in a manner that causes unnecessary engine noise, tire squeal, skid, or slide upon acceleration or stopping or unnecessary turning, swaying, or erratic movement of the vehicle on lands owned, leased, managed, or controlled by the department.
