for antlerless elk contingency licenses -- Application procedure and selection. Only a resident who was not issued an elk license from any regular elk drawing may apply for an "antlerless elk" contingency license. Any such application shall be made through the department website. Landowner preference or preference points do not apply. A resident's purchase and receipt of an "antlerless elk" contingency license does not affect the resident's eligibility or preference in future lottery drawings for elk seasons. The nine year waiting period for a person does not apply.
