The department shall give preference, utilizing the procedure established for unsuccessful applicants in § 41:06:01:10, to applicants who are unsuccessful in drawing licenses authorized by this chapter. No applicant may apply for more than one license in the initial lottery. A successful applicant may apply for additional licenses as provided in § 41:06:01:09.
