and endangered species protected. A person may not capture or possess a raptor designated as a threatened or endangered species under 50 C.F.R. Part 17 (April 10, 1987) or capture a raptor listed as threatened or endangered under chapter 41:10:02 without a special permit issued by the department secretary.
