The following species of animals, which are determined by the Department of Agriculture and Natural Resources and the Game, Fish and Parks Commission to be valued ecologically and aesthetically, burdensome at times for property owners, and subject to and warranting protection and control at certain times, are deemed to be species of management concern: (1) Black-tailed prairie dog, Cynomus ludovicianus.
