An owner, operator, or care provider shall provide, or arrange for, appropriate care and supervision for the residents as needed to meet the needs of the residents according to their care plans, and shall be cooperative with state staff in carrying out the residents' care plans. Healthcare services may also be provided by qualified personnel of an outside healthcare provider.
