The absence of mandatory testing may not be interpreted to allow: (1) The use of prohibited solvents or pesticides; (2) Agricultural or manufacturing practices that promote the growth of mold, yeast, or bacteria; or (3) Soil or growing media containing unsafe levels of lead, arsenic, cadmium, or mercury.
