46:30:08:08Preauthorization and payment.

Any payment for funding of the covered services listed in § 46:30:08:03 must be preauthorized by the division. The division shall issue payment only after all health insurance payments have been verified. Payment for any service is contingent upon the availability of funds during each fiscal year.
