To claim an instant game prize of: (1) More than five thousand and one dollars or any noncash prize, a player shall complete the back of the winning ticket and fill out a claim form obtained from any retailer and either mail or hand deliver the completed form, together with the winning ticket, to the lottery for validation; or (2) More than one hundred dollars but less than five thousand and one dollars, the claimant shall either: (a) Use an electronic device to either scan the barcode on the ticket, or enter the ticket information as instructed by the lottery; or (b) Complete the back of the winning ticket and fill out a claim form obtained from any retailer and either mail or hand deliver the completed form, together with the winning ticket, to the lottery for validation. If the lottery determines that the ticket is a winning ticket, the lottery must process payment for the payment due, less any withholding required by federal laws and SDCL 42-7A-52. If the ticket is not a winning ticket, the lottery must deny the claim and the claimant must be promptly notified.
