On-line retailers shall establish an account for deposit of moneys derived from on-line games with a financial institution that is capable of electronic funds transfer (EFT). The amount deposited must be sufficient to cover moneys due the lottery. The lottery shall withdraw the amount due the lottery weekly by EFT on a day specified by the lottery. If the day specified for withdrawal falls on a federal or state holiday, withdrawal will be accomplished on the following business day. The funds generated from the sale of on-line tickets are held in trust for the lottery and state of South Dakota.
