An open mess board of two officers, one warrant officer, and two enlisted men shall be appointed by the adjutant general to serve as the board of governors and to establish policy together with the AAGAR. These shall include but not be limited to the day to day operation of the mess. House rules shall be prominently displayed on the open mess bulletin board and shall include as a minimum the following: (1) Types of activities to be operated; (2) Days and hours of operation; (3) Identification for admittance; (4) Rules governing admittance and conduct of guests; (5) Rules governing dress of patrons; (6) Procedures for membership; (7) Check cashing privileges; (8) Procedures for handling delinquent accounts; (9) Dues structure; and (10) Credit policies for the mess.
