Open mess funds shall be used for the purpose of providing services essential to the messing, morale, welfare, and recreation of commissioned officers, warrant officers, noncommissioned officers, other enlisted personnel, and their dependents. Open mess funds generally shall be utilized under guidelines set forth in AR 215-1 to AR 215-5, inclusive (February 26, 1986), in a manner and for those priorities set by the board of governors.
