of applicants. The commissioner shall evaluate each applicant to determine if the applicant meets the mandatory minimum requirements for the position. If the applicant does not meet the mandatory minimum requirements for the position, the applicant may not be certified to the appointing authority. The commissioner shall forward to the appointing authority all certified applicants.
