64:28:09:01Assignment of certificate of title made by owner

of record or appointed agent. Assignment of a certificate of title may be made by the owner or owners of record or by an appointed agent. When the assignment is made by an appointed agent, the title document shall have attached to it papers showing appointment of the agent.
