for VIN assignment. Any person attempting to obtain an assigned or replacement vehicle identification number, except a person primarily doing business as a manufacturer of new vehicles, shall apply to the county treasurer. Upon completion of the application form, the department shall initiate the registration process and schedule an appointment for the inspection and identification of the vehicle.
