to delinquent retailers prohibited. Wholesalers shall notify the department of a retail delinquency following the deadline to dispute the delinquency. The wholesaler shall provide the department a copy of the delinquency notice and method of delivery. No wholesaler may sell alcoholic beverages to a retailer who is delinquent.
