Terms used in this chapter mean: (1) "Intentional program violation," or "IPV," an intentional false or misleading statement, misrepresentation, concealment, or withholding of facts, or an intentional act intended to mislead, misrepresent, conceal, withhold facts, or propound a falsity for the purpose of establishing or maintaining the assistance unit's eligibility for assistance or for increasing or preventing a reduction in the amount of the assistance grant.
