for investigation of adoption petitions. A licensed child placement agency in this state shall be responsible for the investigation when the child has been placed in the home of the petitioners by that agency or when it has knowledge and has provided service for the adoptive placement on behalf of a child placement agency in another state. The department shall make the investigation of all petitions for adoption where the child was placed by the department.
