placement of a child in South Dakota. When the legal authority for a child placed in South Dakota is held by an authorized or licensed child-placing agency in another state, that agency shall sign an interstate placement agreement on forms provided by the department. The agreement shall contain the conditions and degree of responsibility of that agency.
