funds available for emergencies. ECIP funds are available in an emergency to a LIEAP-eligible household that meets one of the following conditions: (1) For a household whose heat is included in the rent or who pays rent plus heat, the household must provide the department with a copy of the eviction notice from the landlord for nonpayment of rent or heating costs; (2) For a household whose primary source of heat is natural gas or electricity, the household must provide the department with a copy of its disconnect notice from the supplier; or (3) For a household whose primary source of heat is fuel oil or propane, its fuel tank must be at least 80 percent empty and the fuel supplier must be requiring that a cash payment be made at the time the fuel is delivered. The department must approve expenditures made under the provisions of this chapter before the household incurs the expenses.
