screening. No payment may be made in behalf of a resident of a nursing facility who is mentally ill or intellectually or developmentally disabled and who was admitted to the facility after December 31, 1988, and did not receive the preadmission screening as required by § 1919(b)(3)(F) of the Social Security Act as amended by § 4211 of Pub. L. No. 100-203, (101 Stat. 1330-183), January 1, 1989.
