of determination of good cause. DCS may not undertake to establish paternity or secure child support in any case in which the Division of Economic Assistance has determined that an applicant or recipient has good cause for refusing to cooperate, unless the Division of Economic Assistance further determines that child support enforcement activities may proceed without the participation or cooperation of the caretaker.
