With the exception of reference documents, the contents of a foster parent's licensing file must be available for review and comment on request of the foster parent. In addition, at the time a foster parent is renewing a license, the licensing worker shall offer the foster parent an opportunity to review the foster parent's licensing record and to make written comments in the narrative section. The foster parent shall date and sign the written comments. The foster parent shall document that the opportunity to read the record was given even if the foster parent chose not to read it. The foster parent may not purge material from the record.
