determinations -- Individuals aged 21 and over residing in long-term care facilities -- Capable of indicating intent. For a long-term care applicant or recipient aged 21 or over capable of indicating intent, the state of residence is the state where the individual is living with the intention to remain there permanently or for an indefinite period.
