67:54:05:08Payment limits.

Payment to a facility is made for resident days only. Resident days include the day of admission but exclude the day of discharge. No payment may be made to a facility owned by the state for reserving a bed during a resident's absence. No payment may be made to a facility until the psychiatric evaluation required in § 67:54:05:03 has been completed.
