The Department of Human Services shall establish the rate of payment by June 1 each year. The rate of payment is based on reasonable and allowable costs reported on the cost report. If the services provided in a 24-hour period are up to but do not exceed five hours, payment is limited to one unit of service for the 24-hour period. If the services provided in a 24-hour period are five hours or more, payment is limited to two units of service for the 24-hour period.
