with law enforcement. The department shall consider the following when determining whether the claimant cooperated with law enforcement: (1) Whether the claimant cooperated in both the investigation and prosecution of the crime; and (2) Whether the claimant made an effort to comply with the requests from law enforcement personnel, including giving a statement to police, submitting to one or more follow-up interviews by police, submitting requested evidence, agreeing to testify, viewing photographs or a line-up of suspects, meeting with prosecutors, and appearing for court proceedings.
