expenses -- Good cause criteria for payment of out-of-state mileage. Good cause criteria for the payment of mileage to enable a claimant to obtain services from a provider located out of South Dakota consists of the following: (1) The claimant's residence is located close to a bordering state; (2) The claimant has moved to another state; (3) Comparable services are not available in South Dakota; or (4) The claimant's physician or qualified mental health professional has referred the claimant to the out-of-state provider.
