Rulemaking activity

To be eligible for intensive outpatient program services: (1) The client must be at minimal risk of severe withdrawal; (2) The client must either have no or very stable biomedical conditions; (3) Any of the client's emotional, behavioral, or cognitive conditions, which may distract from the client's recovery and require monitoring, must be mild; and (4) The client must meet one of the following: (a) Have a variable engagement in treatment, ambivalence, or a lack of awareness of the substance use or mental health problem, and require a structured program to promote progress through the stages of change; (b) Have substance use or mental health symptoms that have intensified and indicate a high likelihood of relapse or continued use, without close monitoring or support; or (c) Have a non-supportive recovery environment, but be able to cope with structure and support.
