responsibilities. A center's services shall be available and accessible, particularly for clients with complex mental health issues and co-occurring disorders as defined in subdivision 67:62:01:01(12), or who experience cultural or linguistic barriers or both. The center shall ensure: (1) Services are available and accessible to the general public; (2) The location of center offices and hours of service are posted and publicized at all of the center's locations; (3) That staff is available to provide clinical attention to a person with immediate needs during regular center hours and in case of emergency when the center is closed; (4) That a seamless continuum of services is provided for a client and a family so that: (a) The client and family move smoothly into more or less intensive services when needed to support progress toward recovery; and (b) Youth nearing adulthood receive smooth transitions into appropriate adult services when indicated; and (5) That a plan is developed by the center which describes an organized community-based system of care for individuals with a mental disorder, including co-occurring disorders.
