for reinvestment payment. The affidavit required by SDCL 1-16G-61 shall be made in the form prescribed by the commissioner and shall include a statement that the project, as completed, substantially conforms to the project described in the original application or as modified pursuant to § 68:02:07:08. The affidavit shall be filed within the time allowed pursuant to SDCL 1-16G-62.
