When making a decision on an application, the board shall consider the character, experience, management record, and background of the applicant and the likelihood the grant award will result in: (1) High quality employment opportunities; (2) Repopulation; (3) Stronger economies; (4) Housing development; (5) Business growth; (6) Support for entrepreneurship; or (7) Job creation, expansion, and retention.
