Any of the following constitutes a default upon the conditions of a local infrastructure improvement grant: (1) If the applicant knowingly makes any material false statement or report in the application; (2) Failure to adhere to the conditions of the local infrastructure improvement grant; or (3) Repealed failure by the applicant to provide access to documents or to provide the reports and other information required by this chapter.
