erection, and maintenance of panels and supplemental panels. The department shall control the construction, erection, and maintenance of panels and supplemental panels which must be of breakaway design when erected within 31 feet of the nearest edge of the driving surface. Panels and supplemental panels shall be erected by the department as early as prevalent conditions and arrangements can be effected.
