of supplemental panels. The criteria for the composition of supplemental panels are as follows: (1) Supplemental panels shall have a blue reflectorized background with a white reflectorized legend and border; (2) The legend shall be in capital letters and numerals six inches high; (3) Directional arrows and the distance to the nearest one-tenth mile to the service for motorists shall be displayed on the supplemental panel; and (4) The supplemental panels shall be large enough to incorporate the maximum number of business signs allowed.
