criteria for public service signs. The eligibility criteria for directional public service signs are as follows: (1) The signs must identify the donor; (2) The signs must contain public service messages, which must occupy not less than 50 percent of the area of the sign; (3) The signs must contain no other message; (4) The signs may not exceed 32 square feet; and (5) Only one sign on each school bus stop shelter may face in any one direction.
