Utilities shall plan construction, relocation, and maintenance activities to minimize hazards and inconvenience to the traveling public. Utilities shall provide traffic control and signing in accordance with the requirements of Part 6 of the Manual on Uniform Traffic Control Devices for Streets and Highways, Eleventh Edition.
