The department shall perform the administrative functions for the creation, processing, and review of loan applications; the preparation, negotiation, and execution of agreements; the review of the financial status of an applicant or borrower and any benefitted entity; and other functions necessary to expedite the loan process and assist the board in the performance of its duties.
