responsible individual or entity. The name, mailing address, and telephone number of the individual or entity responsible for refunds and for the day-to-day operation and maintenance of the newspaper vending device shall be clearly visible on each newspaper vending device. The newspaper vending device shall also display a clearly visible statement that rest area personnel are not responsible for refunds. The information displayed on the newspaper vending device shall be kept current at all times by the owner of the device.
