74:02:01:13.02Signing of findings

of fact, conclusions of law, and final decision -- Valid permit. The permit is valid from the date findings of fact, conclusions of law, and a final decision are signed by the chairman, if required by the board, or the date the permit is signed by the chief engineer, whichever is sooner.
