performed by engineers. The following shall be completed by engineers: (1) Prepare plans and specifications for the construction of new dams or alteration of existing dams; (2) Inspect the construction or alteration of dams; and (3) Perform periodic inspections, detailed investigations, and analyses of existing dams.
