loans to project sponsors acting on behalf of a disadvantaged community. A community water system that does not meet the disadvantaged criteria, if it is constructing a project to directly benefit a disadvantaged community, may receive a loan with the same additional subsidy in the form of principal forgiveness or interest rate and term that the disadvantaged community would receive.
